This quest is a discoverable quest available from 20th May 2015. Before you can complete this quest you must have completed the Peaceful Patios quest and the Lovey-Dovey Balconies quest which are also part of the Dream Homes update.
To begin the quest head to the Community Center to find DIY gal, Bree and click on the bubble above her head.
UPDATE: Small correction to the list of tasks

- You can start growing strawberries early
