This quest unlocks at level 8 provided you have completed the previous tasks. There is a time limit of 3 days to complete this task and I recommend you get going with the first few tasks as soon as possible as making (or buying!) a baby takes a whole day.
Once you have completed this quest you will unlock the Ocean View Estate quest
