The Bird Feeding quest unlocks at level 24 and there is a time limit of 6 days if you want to win the limit time prize of an uncaged bird.
Once you've completed the quest you will be able to take part in the Bird Feeding hobby. The limited time prize of the uncaged bird can be found in the Pet section of the Home store for $2,500 (the Parrot on a Perch)
The next quest is the Quilting quest.
